【摘要】 有效提高团体标准质量一直是标准化界高度关注的话题。一个标准审核制度如果允许大量的低质量标准进入,那么该标准体系给外界的感知质量就很低,标准的平均价值也就很低,这在一定程度上限制了标准制度奖励真正创新者的能力。鉴于此,本文尝试分析审核费和审核强度对标准质量的影响,并提出一个二级审核制度。研究结果表明,单级审核制度下,审核费和审核强度的提高可以有效提高团体标准的质量,但对申请量存在不利影响;而二级审核制度可以获得不低于单级审核制度的社会福利,在提高团体标准的质量同时也能够保留标准制度对团体标准参与积极性的激励能力。更多还原

【Abstract】 How to effectively improve the quality of group standards has always been a concern in standardization circles.If a large number of poor quality standards are approved, then the standards examination system is inferior to the outsiders with low average value of standards. To some extent, it restricts on the ability of the standard system in rewarding innovators.In view of this, the paper analyzes the influence of the examination fee and intensity on standard quality, and puts forward a two-tiered examination system. The results show that in the single-tiered examination system, the improvement of examination fee and examination intensity can effectively improve the quality of group standard, but the application has adverse effect; however, the two-tiered examination system can gain social benefits not lower than that of the single-tiered examination system, improve group standards at the same time stimulate the participation of group standards.更多还原
