【摘要】 为了应对老龄化进程加速问题,2006年起,爱尔兰政府积极响应世界卫生组织的号召,制定并实践了老年友好社会政策。在纵向政治结构中,基于老年友好社会政策的顶层设计,爱尔兰将"老年友好爱尔兰""老年友好城市和郡计划""老年友好城镇"计划逐级贯彻落实,并以政府承诺和府际配合作为政策实践的动力。在横向社会结构中,以老年友好联盟为核心,组织跨部门合作,将地方政府、公共部门、非营利组织、服务提供商和公众资源加以整合,以实现多元合作的最大化效应。通过归纳爱尔兰老年友好社会政策的特征——营造老年友好社会、跨部门合作、以老年人需求为导向、内生参与型路径和整体性政策规划等,可以为我国的老年友好城市建设提供经验借鉴。更多还原

【Abstract】 In response to the acceleration of the ageing process,the government of Ireland has responded to the call of the World Health Organization since 2006 and formulated and implemented the Age Friendly Ireland Programme.Based on this top-level design,the Irish government has implemented through its vertical political structure some programmes like Age Friendly Ireland,Age-friendly Cities and Counties and Age-friendly Towns,and made government commitment and inter-city cooperation the driving forces for the implementation of the policy.In the horizontal social structure,with age-friendly alliances as the core,Ireland promoted cooperation among various departments,and integrated public resources and resources from local authorities,public institutions,non-profit organizations,and service providers to maximize the benefits of this collaboration.By summarizing characteristics of the age-friendly policy in Ireland,including building an age-friendly society,cross-department cooperation,being elder-demand-oriented,an endogenous participatory path and overall policy formulation,this paper provides some experience for developing age-friendly cities in China.更多还原
