【Abstract】 This article analyzes the realistic dilemma in regard to organizational construction, rules and regulations, review training and review quality of ethics committee in medical institutions. And then, makes suggestions to ensure the independence, impartiality and scientificity of ethical review from the following five aspects:strengthening organizational construction,improving system procedures, strengthening review training,using information technology and appropriate information disclosure.
