【摘要】 地方政府各自为政的"行政区行政"管理模式导致环境政策执行不力,陷入执行困境。寻求有效的治理途径以提升环境政策执行力是解决突出环境问题,打赢污染防治攻坚战的有力武器。作为一种新型治理模式,跨域治理对提升地方政府环境政策执行力具有很强的适用性。地方政府环境政策执行不力主要表现为执行主体身陷冲突难自拔、跨界环境问题难治理、区域联动机制难理顺以及跨域事务难协作四个方面的困境。因此,应通过鼓励多方参与、完善执行机制、健全合作机制、培育行政文化等,提升环境政策的执行力,走出环境政策执行的困境。更多还原

【Abstract】 The decentralized administration mode based on administrative district of local governments has led to weak enforcement of environmental policies and dilemmas in implementation.Seeking effective ways to improve environmental policy enforcement is a powerful weapon to solve environmental pollution problems and win the battle against pollution.As a new type of governance model,cross-domain governance has a strong applicability to improving the enforcement of local government environmental policies.The weak implementation of local government environmental policies is manifested in the following ways:the executive body is caught in conflict and difficult to extricate;the cross-border environment problems are hard to manage;and regional linkage mechanism is difficult to coordinate and the public affairs cross-domain are difficult to cooperate.So,we should encourage multi-party participation,strengthen implementation mechanisms,improve cooperation mechanisms,and cultivate administrative culture to enhance the enforcement of environmental policies to overcome the dilemmas of local government environmental policy implementation.更多还原
