【Abstract】 Supply side structural reform simply means reducing inefficient and low-end supply, expanding ef-fective and high-end supply. From the data of effective supply, profit margin and scientific and technological inputin Shanxi and Liaoning industrial fields, the profitability of state-owned enterprises on the supply side of resource-based provincial industrial fields is declining, the input of government and enterprises is insufficient, and the roadof product upgrading is difficult.
