【摘要】 近年来,中国悄然进入了人口的"刘易斯拐点",伴随着人才争夺战的打响,各地政府由"人口红利"争夺转向了"人才红利"争夺战。自从习近平总书记"4. 13讲话"宣布海南省开始建设自由贸易试验区(港)后,海南省所推行的人才引进措施因同质化引发的困境,极大增加了"政策失灵"和"归零博弈"的风险。目前,海南自贸区仍处于欠发达的状态决定其人才引进政策不能走简单模仿的老路。推进人才引进政策的深化改革,打破狭义理念,积极探索广义人才引进新道路,即以用为核心,充分发挥人才效用,通过对人才引进战略、目的、策略、新动能、政府角色等关键要素进行包容性的广义化定位,确保海南自贸区赢得并释放"人才红利",促成人才由"引进来"向"主动来"的转变,实现人才引进效用的最大化。更多还原

【Abstract】 In recent years,China has been experiencing a "Lewis Turning Point"in population. With the governments in various regions competing for talents,there has been a transformation from demographic dividend to talent dividend. Since General Secretary Xi Jinping announced in the "April 13 Speech"that Hainan began to build a free trade pilot zone or port,Hainan Province has issued the measures of talent recruitment,which,however,result in the dilemma due to their homogeneity,and further increase the risk of"policy failure"and"zerosum game". At present,Hainan free trade zone is still in an underdeveloped state,which makes it unfeasible to simply imitate the policies of talent recruitment. Therefore,it is necessary to promote the deepened reform of talent-recruiting policy,abandon the narrow-minded ideas,and actively explore the new approaches to talent recruitment in a broad sense,which should attach more importance to the utilization so as to give full play to the talents. An inclusive and general orientation is supposed to take into account such key elements as the strategy,purpose,tactics,new motivation and role of government that are related to talent recruitment,which will help Hainan free trade zone secure and benefit from talent dividend,achieve the transformation from "talent attraction"to "brain gain",and maximize the utilization of talent recruitment.更多还原
