【摘要】 海南自由贸易试验区发展的最高目标是建设海南自由贸易港,这是海南自贸区与国内其他自贸区的最大差别。在分析海南自贸港开放型经济体制建设的重要背景,对国内外相关研究成果进行综述与评议的基础上,剖析了海南在开放型经济方面与国内外相关经济体对比的现状、差距与挑战,并通过国际量化评价指标体系,测度了海南与国内国际先进经济体的建设差距,指明了改进与发展方向,提出了进一步改进海南营商环境、增加经济自由度、增强经济竞争力等方面的政策建议和措施,以大力促进海南自贸港开放型经济体制建设。更多还原

【Abstract】 The highest goal of developing Hainan free trade pilot zone is to build Hainan into a free trade port,which is the biggest difference between the Hainan free trade zone and other domestic free trade zones. Analyzing the key background of the construction of open economy in Hainan,along with the reviews of relevant research findings at home and abroad,this paper compares the open economy in Hainan with relevant economies at home and abroad,revealing the current situation,gap and challenges in the face of Hainan free trade port. Furthermore,the international indicator system of quantitative assessment is adopted to measure the development gap between Hainan and the advanced economies at home and abroad. While the direction is suggested for future development,it proposes the policy suggestions and measures for further improving Hainan’s business environment,increase economic freedom,and enhance economic competitiveness so as to largely promote the construction of open economy in Hainan free trade port.更多还原
