【摘要】 2018年12月27日至2019年1月2日湖南出现大范围持续性低温雨雪冰冻天气,12月29日晚到30日的暴雪天气为2011年以来最强,由于应对科学,确保了交通安全、消防安全、能源安全、生产安全和民生安全,有效减轻了灾害影响。回顾分析整个灾害防范应对过程,总结出有5个方面的特点:一是灾害防范启动早,二是灾害应对措施科学,三是政府与民众、部门与部门间灾害信息及防范措施沟通到位,四是气象服务方式的创新真正发挥了"消息树"的作用,五是气象灾害预报预警精细准确为防灾减灾赢得了主动权。此案例可为灾害有效防御和应对提供示范。

【Abstract】 From Dec.27, 2018 to Jan.2, 2019, a widespread and continuous freezing rain and snow disaster hit large areas of Hunan, with the snowstorm from the night on Dec.29 to Dec.30 being the strongest since 2011. Owing to scientific disaster response, the safety of traffic, fire, energy, production, and people’s livelihood was guaranteed and the impact of the disaster was reduced effectively. Review and analysis of the handling process of the disaster demonstrate, we summarized five features as follows: early commencement of disaster prevention, scientific measures of disaster response, unimpeded communication between government and the public, among sections about disaster information and precautions; the role of "message tree" played by innovation in meteorological services; accurate meteorological disaster forecasting and early warning that win the initiative for disaster prevention and reduction. This case can serve as an example for effective disaster defense and response.
