【摘要】 恐怖主义已成为影响我国"一带一路"倡议顺利推进的首要安全问题。党的十九大报告提出的"构建人类命运共同体"和"总体安全观"等理念为中国开展反恐国际合作指明了方向。"一带一路"背景下,中国开展反恐国际合作具有重大的国际法战略价值。在国际法层面,中国开展反恐国际合作必须以国际法为依据。以"人类命运共同体理念"与"总体安全观"为指引、维护联合国在国际反恐中的主导地位、坚持反恐与人权保护并重的原则、坚持"综合施策、标本兼治"的反恐思路等构成我国反恐国际合作国际法战略规划的主旨内容。扩大与"一带一路"沿线国家以及国际组织的反恐国际合作、不断完善和强化防止和打击恐怖主义措施、推动国际反恐法以及我国国内相关反恐法律制度的完善,是实施中国反恐国际合作国际法战略的具体对策。更多还原

【Abstract】 Terrorism has become the primary security issue that has affected our country’s "the Belt and Road" initiative.The concept of "building a community with a shared future for mankind" and "a holistic approach to national security" proposed by the 19 th CPC National Congress report has pointed out the direction for China’s international cooperation on counter-terrorism.Against the background of "the Belt and Road",China’s international cooperation on counter-terrorism is of great strategic value in international law.At the international level,China’s international cooperation on counter-terrorism must be based on international law.The main content of the strategic planning of international law of cooperation on anti-terrorism includes:guided by ideas of "community with a shared future for mankind" and "a holistic approach to national security",maintaining the United Nations’ dominance in international counter-terrorism,adhering to the principle of equal emphasis on counter-terrorism and human rights protection,adhering to the anti-terrorist mentality of "comprehensive treating",expanding counter-terrorism international cooperation with countries along "the Belt and Road" and international organizations,continuing to improve and strengthen measures to prevent and combat terrorism,improving the international anti-terrorism law,improving the domestic anti-terrorism legal system,these are China’s countermeasures to implement the strategic planning of international law of international cooperation on anti-terrorism.更多还原
