【Abstract】 The three requirements for occurrence of corruptions are public authority, possession of public authority, and opportunity for corruption. Based on combination of the three requirements and power balance, we implement measures and approaches for the prevention and control of governing integrity risks in the tendering and bidding of traffic project, then propose a safeguard system for the prevention and control of governing integrity risks, which provides theoretical and practical guidance for further strengthening the prevention and control of governing integrity risks in the field of transportation projects tendering and bidding.更多还原
