基于断面安全约束的高渗透率风-光-水电有功控制策略
Active Power Control Strategy for Power Grid with High Permeability Wind-solar-hydro Based on Cross-section Safety Constraints
【摘要】 为了提高含高渗透率可再生能源电网的主要输电断面利用率,最大可能地保证可再生能源高效发电,提出了一种基于断面安全约束的风-光-水电有功控制策略。基于该策略的控制目标和基本思路,依据断面裕度值,将断面划分为安全、预警、临界缓冲和越限4种状态,结合发电厂站的考核打分,同时考虑紧急情况的触发机制,给出了各状态下对应的功率分配方法;采用"由外至内"的断面搜索方法,以确保多级嵌套断面下的大范围公平调度。算例验证了所提出控制策略的有效性,实现了安全、公平、高效等调度控制目标。
【Abstract】 In order to boost the utilization rate of the main transmission section of power grid with high permeability renewable energy and ensure the widest possible renewable energy generation with high efficiency, the paper proposes an active power control strategy for the power grid with high permeability wind-solar-hydro based on cross-section safety constraints. According to the control objectives and basic ideas of the strategy, the section is divided into four states including safety, early warning, critical buffer and off-limit mode based on the section margin, and the corresponding power allocation methods in each state are given combined with the assessment of power plant/station considering the trigger mechanism of the emergency situation. Furthermore, searching method from outside to inside for the section is adopted to ensure large-scale fair scheduling under multistage nested sections. The example verifies the effectiveness of the control strategy,achieving the goal of scheduling control with safe,fair and efficiency.
