【摘要】 高校图书馆目前基本上实现了图书的政府采购,这对于高校图书馆的文献资源建设来说,无疑是一项重大的变革。然而,种种原因也使图书政府采购实践自身所暴露出来的问题日渐突显。应该说,相关法律、法规的缺席和不够完善才是图书政府采购问题丛生的根本原因。如果通过相关法律法规的确立和完善,能够充分认知图书的知识性质、明确认可图书馆及其从业人员的专业性质,进而强化图书采购人员的主体地位,目前存在的问题和面临的困境将能得以缓解甚至解决。更多还原

【Abstract】 University libraries have mainly implemented government procurement currently. It is undoubtedly a great change to literature resources construction in university libraries. However,the problems of books government procurement in practice have emerged gradually. The primary cause of the problems of books government procurement is the lack and faultiness of laws and regulations. The problems and troubles could be relieved and solved,by establishing and improving relevant laws,if the knowledge attribute and profession property could be realized of adequately and the dominant role of book purchasers could be strengthened.更多还原
