【摘要】 "建养一体化"PPP模式为解决公路建设和养护难题提供了重要渠道。从PPP模式的相关内涵入手,探讨了PPP模式的应用原则:风险与收益对等原则、运营与管理规范原则、运营管理创新与融资创新原则。基于"建养一体化"PPP模式的实现前提和适用范围,提出了建养目标优化和支付能力评估、PPP模式方案制定及招标实施等方法。该模式的实现需要转变政府职能、强化创新、引入社会资本及优化资源配置,进一步完善相关管理机制,以确保推动城乡经济发展、缓解财政支出压力。更多还原

【Abstract】 The PPP mode for Integration of Building and Raising provides an important channel for solving the problems of highway construction and maintenance. Starting with the related connotation of PPP model, the application principles, including the principle of reciprocity of risk and income, the principle of specification of operation and management, the principle of innovation of operation management and financing, are discussed. Based on the premise and application scope of the PPP mode for Integration of Building and Raising, the optimization on the building and raising targets and its payment ability evaluation, as well as the formulation of PPP model scheme and its bidding implementation, are put forward. The implementation of this mode needs to change the functions of government, strengthen the innovation, introduce the social capital and optimize the allocation of resources, as to further improve the relevant management mechanism, ensure the economic development of urban and rural economy and relieve the pressure of financial expenditure.更多还原
