【摘要】 随着中国城乡社区治理的深入推进,社区基金会数量快速增长,这一新的社区慈善模式逐步从深圳、上海等地的实践向全国推行。与此同时,社区、社会组织、社会工作"三社联动"的提出为社会组织参与基层社会问题的解决提供了制度支撑与可行路径。社区基金会作为社区社会组织体系的新兴组成部分,在"三社联动"中具有重要价值和意义。本文首先从资源汲取和组织动力两个维度出发,对"三社联动"中社会组织的类型进行划分,分析社会组织在社区治理中的不同角色。在此基础上,研究提出,面对正处于迅速转型中的社区,社区资源动员、社区公民培力和社区合作媒介是社区基金会的三大核心功能。最后,研究指出,筹资机制、战略资助机制以及决策和监管机制是保证社区基金会有效运行的关键机制,也是现阶段能力建设的重点。更多还原

【Abstract】 As a new component of the mechanism of community social organizations,community foundations play a role of great significance in the linkage of community,social organizations and social workers.From two perspectives of resource acquisition and organization mode,social organizations in the mechanism of the linkage are categorized in this paper,so as to analyze different roles of these social organizations in community governance.Furthermore,this paper indicates that community resource mobilization,community empowerment and social cooperative media are three core functions of community foundations in the period of community transition.In the end,it concludes that fundraising mechanism,strategic funding mechanism and decision-making and supervision mechanism are crucial for ensuring the effective operation of community foundations,and the key for capability building as well.更多还原
