【摘要】 目的了解全国省级疾控中心人员流动现状,为疾控机构人力资源健康发展提出政策建议。方法采用定量调查与定性访谈相结合的方法,在全国32个省级疾病预防控制中心发放调查问卷,并在5个省(市)进行调研座谈。结果全国省级疾控中心人员逐年减少,青年业务骨干人才正在流失,尤其是中部地区人员流失情况更为突出。无论是否考虑退休因素,省级疾控中心流出人员的综合素质评分均高于流入人员。结论疾控机构人力资源流失问题成为制约疾控事业发展的重大隐患。须切实加强全国疾控机构人力资源建设,采取措施吸引和留住专业技术人才。应建立吸引人才、留住人才、发展人才的长效光大机制,如提高绩效工资额度、调高各种职工福利、补贴和科研奖励等,以保证省级疾控中心专业技术人才安心于专职工作,为疾控事业做贡献。更多还原

【Abstract】 Objective To master the current situation of personnel flow in China’s provincial CDC and provide policy suggestions for healthy development of human resource in CDC. Methods The method of combining quantitative investigation and qualitative interview were used in this research. Thirty-two provincial centers of CDC were invested by a questionnaire,and live interviews were conducted in 5 provinces. Results China’s provincial CDC staff decreased year by year,the young outstanding personnel was lost,especially in the central regions. Regardless of whether or not to consider retirement factors,the overall score of the outflow personnel of the provincial CDC was higher than the inflow personnel. Conclusion Lost of human resource has become a serious problem restricting the development of CDCs. It should earnestly strengthen human resources construction in CDC,take measures to attract and retain professional and technical personnel. It should be established the long-term incentive mechamism to attract and retain talents,such as,improve the performance of the amount of wages,increase the variety of staff welfare,subsides and scientific research reward,to ensure that the provincial CDC personnel to secure full-time work contributing to the disease control.更多还原
