【摘要】 云南实施改革开放政策以来,已形成了面向周边国家多层次、宽领域的开放格局,在双边贸易、相互投资、交通网络、科教文化、人员往来等领域的互利合作迅速发展,取得了显著的成就,实现了对外开放的大跨越,从我国对外开放的末端一跃成为对外开放的前沿。这一成绩的取得,是云南省贯彻落实国家对外开放战略和周边外交方针,积极探索沿边地区向国际社会开放的模式和路径所取得的重大实践成果,是云南省委、省政府以大开放意识推进创新,以创新促进大发展的必然结果。随着国家"一带一路"建设、长江经济带和孟中印缅经济走廊、中国—中南半岛国际经济走廊等重大战略的深入实施,云南的战略地位更加凸显。在服务和融入国家"一带一路"建设中,云南省依托区位优势,建设中国面向南亚东南亚的辐射中心,提升我国与周边国家的合作水平,为我国的和谐周边外交做出积极的贡献,推动全省经济社会的跨越发展,不仅是新形势下国家赋予云南的使命,更是云南从对外开放"末梢"变为"前沿"的又一次起航。更多还原

【Abstract】 It has been 40 years for Yunnan Opening to South East Asia and South Asia by 2018. During this period,Yunnan has developed multi-layered and wide-ranging opening pattern,and obtained remarkable achievements on mutual cooperation concerning bilateral trade,traffic network,mutual investment,science and culture,people’s exchanges. At the same time,Yunnan has made great strides in opening to the world,suddenly becoming the forefront region from the backward region. It is brilliant practical choice for Yunnan to fulfill national strategies on opening up and neighborhood diplomatic policies,and to explore the pattern and path on frontier region opening to the world. It is inevitable result for Yunnan Provincial Party Committee and Yunnan Provincial Government with having opening-up consciousness to promote innovation and to strengthen the development by innovation. With practice of Strategies of"Belt and Road","Yangtze Economic Zone","BCIM Economic Corridor"and"China——Indo-China Peninsular International Economic Corridor",Yunnan’s strategic position has been highly highlighted. It is not only the national mission for Yunnan committed to but also the new sailing for Yunnan to become the forefront region from the backward region opening to outside by serving and involving"Belt and Road",by depending on regional advantages,by building radiation center towards South Asia and South East Asia,by lifting the cooperation level with neighboring countries,by contributing to harmonious neighborhood diplomacies,and by promoting Yunnan’s economic and social development.更多还原
