【摘要】 公共政策是各团体之间为争取自身利益而互相竞争并达成妥协的一种平衡结果,公共政策执行也是各方利益的整合过程。社区教育政策属于公共政策的范畴,社区教育政策执行即是在特定的政策环境下,重视相关资源和利益的划分,突破原有的利益格局,保障政策执行多元主体利益均衡,实现社区教育政策目标。我国社区教育正从实验区向城乡广泛展开,目前在社区教育发展中,多元主体利益矛盾造成政策执行与实践发展要求存在相当大差距。运用美国学者米切尔分类法,分析社区教育政策执行中多元主体的利益趋向,可以探讨政策执行中,因不同利益主体的博弈策略差异而形成政策执行困境的原因:政策执行中各主体利益选择空间缺乏法律规范,自上而下高度单一化的利益结构,多元利益主体相互作用和制衡机制缺失。因此,寻求现行体制下推进社区教育政策的利益均衡调整路径,对于有效推进社区教育政策具有现实意义。更多还原

【Abstract】 The public policy is the outcome of the balance reached by the competence of groups for their own interests.And its implementation is an integration of the interests of all parts.The community education policy just falls into the category of public policy.The implementation of the community education policy refers to paying attention to the division of relevant resources and interests,breaking through the original structure of interests,and guaranteeing the benefit balance of multiple subjects in the particular policy environment,and hence to realize the policy goal of community education.Nowadays,the community education in China has been expanded from experimental areas to urban and rural areas.And the conflict of multiple subjects’ interests lead to the great gap between the policy implementation and the requirement of practical development.With the Score Based Approach for Stakeholder Theory proposed by Mitchell,an American scholar,the tendency of multiple subjects’ interests in the implementation of community education policy are analyzed to find out the reasons why the different gambling strategies of different interest subjects result in the implementing difficulties.The reasons include the lack of laws in the choice of multiple subjects,the simple up-to-bottom interest structure,the lack of mechanism for the interaction,and the mutual constraints and balance.Therefore,to explore the approach to balancing the interests in the current system has a considerable significance to push forward the community education effectively.更多还原
