【摘要】 我国现有期刊近万种,其中约6000种为学术期刊。现在的学术期刊办刊体制和格局是多年计划经济体制的产物。计划经济体制下的办刊体制使学术期刊存在"全、散、小、弱"弊端。在文化体制改革的大背景下探讨学术期刊改革,必须将"使市场在资源配置中起决定性作用"作为指导思想和实践指南,国家新闻出版管理部门应积极探索新的管理方法方式,试点将审批制改为备案制,并在总结试点经验的基础上修改相应法规。办刊主体应学习借鉴他国先进经验,使学术期刊逐步走上集团化、集约化、专业化、信息化、经营化之路。有机整合学术期刊办刊资源必须与事业单位整体改革同步推进才能取得实效。更多还原

【Abstract】 There are nearly 6000 of academic journals. The present academic periodical publishing system and pattern is the result of a long planned economic system. This situation is still continuing. The system brought about the inclusiveness,unfocussedness, weakness and inferiority of the periodicals. Under the background of the cultural system reform, market must play a decisive role "in the allocation of resources " in academic journal reform and this should be the guiding ideology and practical guidelines. The state press and publication administration departments should actively explore new management and try to change approval system into filing system, and amend the relevant laws hereafter. Publishing subject should learn from other countries and promote the publishing into groups, intensive and specialized, informative, managerial. Organic integration of academic journals’ resources must be with the institution reform as a whole to obtain actual effect.更多还原
