【摘要】 现代国家对公民社会权利的保障、对社会公正秩序的维护,是以普惠性社会政策和社会性公共服务为依托的。由于社会某些方面政策的长期缺位,导致公共服务的总量短缺和供需错配,诱发产生诸多"发展后问题"。化解公共服务供需错配的结构矛盾,增加公共服务的有效供给,需要强化供给侧管理。公共服务领域的"供给管理",能够凝结政府、市场和社会的力量,形成激励相容的动机机制,从而创造更多的有效供给,使公共服务与民生发展相适应、与经济增长相协调,蓄积经济结构转型升级的结构性动力。更多还原

【Abstract】 Modern countries protect civil social rights and maintain social justice order by supplying inclusive social policy and social public service. The long-term absence of social policy in China leads to the total shortage and supply- demand mismatch of public service and induces many developmental problems. Resolving the supply- demand structural contradictions of public service and increasing the effective supply of public service need strengthen the"supply-side"management. Supply management can coagulate government, market and society and form the incentive-compatible motivation mechanism, which can create more effective supply, allow public services to adapt to people’s livelihood development and to coordinate with economic growth, and gather structural dynamics of economic structure transformation.更多还原
