【摘要】 在新时代,实施党管治理、民主治理、依法治理、有效治理、合作治理、清廉治理、包容治理和平衡治理这八项"治理强国"战略措施,以权威有效的国家治理促进全面"强起来",这是我国现代化强国建设的必由之路。然而,我国地方政府中长期存在的机会主义顽瘴痼疾,由其人性内耗效应所生成的社会耗散性危害,将会耗散治理强国之精气神,扼杀现代化强国建设之中坚力量。尤其值得警惕的是,地方政府机会主义可能会耗散性危害治理强国和现代化强国建设所必需的中央权威、治理合力、政府公信力和综合国力。因此,从顶层制度设计来讲,要有效地防治地方政府机会主义的耗散性危害,就要以党的坚强领导、人民制度化当家作主、全面依法治国和有效的政府治理的"四个有机统一"为政制原则,在巩固选举民主和协商民主的基础上,重点发展社会主义监督民主,筑牢监督民主制的制度笼子。更多还原

【Abstract】 In the new era, carrying out eight strategic measures of"state with powerful governance",such as party-leading governance,democratic governance,g overnance by law, effective governance, cooperative governance, incorruptible governance, inclusive governance and balanced governance,to contribute the comprehensive prosperity of state with authoritative and effective state governance,which is the essential approach of building modernized powerful state. However,severe long-standing opportunism in Chinese local government,due to the human internal friction effects, causing social dissipative hazards,will exhaust the spirit of"state with powerful governance",a nd strangle the backbone of building of modernized powerful state. In particular,we should be aware of that local government opportunism may jeopardize the central authority、governance resultant、government credibility and comprehensive national strength. Thus,from the prospect of top system design,to prevent the dissipative hazards of the local government opportunism effectively,we should underline following four constitutional principles,which composed of the party’s strong leadership, institutionalized people’s democracy,r ule by law and effective government governance. What’s more,we should focus on the development of socialism supervised democracy,on the basis of reinforcing electoral democracy and deliberate democracy,to construct the cage of supervised democracy.更多还原
