【摘要】 实施最严格水资源管理制度旨在促进水资源管理由部门推动向政府全面推动转型,促进水资源条件由制约经济社会发展的瓶颈因素向为经济社会发展提供强有力支撑和保障作用转型。结合国家层面推进最严格水资源管理制度考核的情况,总结分析"十二五"期间云南省落实最严格水资源管理制度的情况和主要做法。系统整理了云南省在全面落实最严格水资源管理制度方面所取得的主要成效和经验,并梳理了目前仍存在和急需关注的几个问题。最后根据云南省实际,提出了云南省下阶段全面高效落实最严格水资源管理制度及水资源管理工作的建议和措施,以期为云南省争当全国生态文明建设排头兵提供支撑。更多还原

【Abstract】 The implementing of stringent water resources management system aims at promoting reform and development of water sector and transformation of government functions in China, so that water can play a supporting role for economic and social development instead of a bottleneck. A summary is made on main practices of implementing stringent water resources management system in Yunnan Province during the "12th Five-year Plan"period. Evaluations had been made on the effectiveness of their performance in a systematic manner with a focus on key issues need to be highlighted. According to the local conditions, recommendations and measures are presented to further-up implementation of stringent water resources management system in the province.更多还原
