【Abstract】 Based on the example of merger and reorganization of small and medium-sized coal mines in Shanxi province,makes an empirical analysis on the behavior of coal mines under the policy constraints,confirming that the expectation of government policy is deviated from the actual behavior of coal mines.The formulation of government policies should take into account the behavior of coal mines,appropriate relaxation of administrative control to achieve the government′ s expected objectives is expected.更多还原
