【摘要】 装备研究计划决定了国家未来大型装备研究项目的走向和数以亿计的资金投入。对装备研究计划进行后评价,为决策管理提供咨询意见和参考依据,具有重要的理论和实践意义。本文结合装备领域特点,提出了从目标、效果、管理三个方面构建评价框架,并将该评价框架体系应用于某装备研究计划十年工作综合评价,提出相关管理和政策建议。更多还原

【Abstract】 Equipment Research programs are made to direct and choose large-scale equipment projects,which also decide the investment. Post-evaluation of equipment research program will provide consulting opinions and professional references for managers. In this paper,an evaluation system especially for equipment research programs is constructed with three main indexes,including target,outcome and management. That is applied in the integrated evaluation for ten-year tasks of an equipment research program. At the end,suggestions for improving management and policies are brought forward in this paper.更多还原
