【摘要】 通过分析国内外地下综合管廊的发展现状,探讨我国地下综合管廊在发展中存在的问题并提出解决办法:(1)碎片化规划,没有兼顾城市总体规划、土地利用总体规划、道路轨道交通规划等方面需求,应遵循"量力而行、因地制宜、有序发展"的原则;(2)法规、规范不健全,各项配套的标准、规范还不完善,标准不高,有些规范过于教条,限制了管廊的设计;(3)管理混乱,分头管理与部门分管现象大量存在,收费经营管理不统一,应避免条块分割、多头管理,保持整体性和系统性。需加强顶层设计,统一部署,完善相关政策、加强管理,从而推动地下综合管廊有序建设。更多还原

【Abstract】 Based on analysis of the development of underground utility tunnels at home and abroad,discussion of existing problems and recommendation of solutions are as follows. plan of underground utility tunnels is supposed to follow the principle that the plan develops orderly within our capacities and measures are adjusted to local conditions whereas it is fragmented without the balancing act among master plans for city,land use and road and railway traffic demand. Then,unsound laws and regulations along with imperfect assorted standards,some of which are not high and practical,restrict the design of utility tunnels. In response to chaotic management that separate branch management and department management coexist,leading to the disunity of cost and management,it is necessary to avoid segmentation and intersected management and maintain unity and systematisms. Finally,orderly construction of comprehensive underground utility tunnels is promoted by reinforcing top-level design and unified deployment,improving policies and strengthening management.更多还原
