基于Heckman probit模型的危废企业督查策略研究

【摘要】 对危废企业进行督查有利于了解企业危险废物管理状况、改善危险废物管理。目前危废企业的督查存在很大的不足。该文以某省2014和2015年的危险废物规范化管理督查数据为基础,分析了危废企业督查的现状和不足,构建Heckman probit模型和变量,回归得到危废企业违规和受督查的影响因素,结果表明:(1)影响危险废物经营企业违规率的因素有:收集环节、许可证、工业园区、上年违规和违规数。其中违规数是显著正影响,其余解释变量为显著负影响。(2)影响危险废物产生企业违规率的因素有产生量、企业规模、上年督查和违规数,全部都是显著正影响。最后,从违规率的角度提出了改善危废企业督查方案的建议,为针对性监管危废企业提供了可能。

【Abstract】 The supervision on companies related to hazardous waste is conducive to understand and improve the business situation of hazardous waste management. There is a big lack of companies’ supervision currently. The situation and deficiencies of the supervision were analyzed, based on hazardous waste standardized management inspection data of a province in 2014 and 2015. A Heckman probit model and variables were built to obtain the significant impact factors of violation and inspection through regression results. The results shows that collection links, permit licenses, industrial parks,total violations of a city and violations of the last year are included in the significant impact factors of hazardous waste management enterprise’s violations rate. Instead of rest of the explanatory variables as a significant negative factor, the variable "total violations of a city"is a significant positive one. Production capacity, enterprise size, inspections of the last year and total violations of a city contribute to the significant impact factors of hazardous waste generation enterprise ’s violations rate. All the significant impact variables are positive. Finally, recommendations to improve hazardous waste inspection are offered from the perspective of the violation rate. It is possible to contrapuntally regulate companies related to hazardous waste.
