【摘要】 农业多功能性越来越受到重视,特别是农业所具有的生态服务功能,基于农业多功能性视角下的生态补偿方式就成为社会各界共同关注的焦点.从农业多功能性视角进行生态补偿模式分析,在耕地生态补偿中,主要是以政府政策为主;而对于森林生态补偿来说,最为常见的还是公共支付模式;在跨界流域生态补偿中,主要以水质水量为标准进行补偿.针对现阶段存在的问题,从生态补偿责任、推广生态补偿示范项目、生态补偿的制度化发展、生态补偿机制科研等四个方面提出了建议,以期更好地推进生态补偿的发展.更多还原

【Abstract】 Multi-functionality of agriculture has become more important,especially the ecological service function,thus ecological compensation in the perspective of multi-functionality of agriculture is the focus by all social circles. The paper studies the ecological compensation model in the view of multi-functionality of agriculture: for the land ecological compensation,the government policy takes the priority place; for the forest ecological compensation,the common one is public payment mode; for the transboundary river basin ecological compensation,the compensation is based on the quality and quantity of water. Based on the existing problems,it offers suggestions on ecological compensation responsibility,popularizing projects of ecological compensation,the institutional development of ecological compensation and the research of ecological compensation mechanism to promote the development of ecological compensation.更多还原
