【摘要】 随着跨境电商的高速发展,动植物疫情传入我国的风险也在不断加大。本文分析了在此背景下,检验检疫部门在资源配置、法律依据、监管细则、关检合作等方面存在的问题。通过在风险管理的基础上创新监管模式,深化与海关等部门的合作,拓宽检疫宣传的新渠道,推进动植物检疫法的修订工作等多种手段加强对跨境电商动植物检疫的监管,防止疫情疫病通过跨境电商渠道传入我国。更多还原

【Abstract】 With the rapid development of cross-border electricity supplier,the incoming animal and plant diseases risk is also increasing. In this context,this paper analyzes the problems about the allocation of resources,legal basis,regulatory rules,customs seized cooperation existed in the inspection and quarantine departments. Through variety of ways to strengthen the supervision of cross-border electricity supplier animal and plant quarantine and prevent the incoming epidemic diseases into our country through cross-border electricity supplier channels,such as innovating the regulatory approach on the basis of risk management,deepening cooperation with customs authorities,expanding new channels quarantine propaganda,amending the law to promote the work of animal and plant quarantine.更多还原
