【摘要】 为了梳理当期农村沼气转型建设中供给侧存在的问题,给改革提供发展思路,按照中央供给侧结构性改革"去库存、降成本、补短板"的精神,以市场机制角度为切入点,从政府、后续管护公共服务体系、市场等方面,对农村沼气各利益主体行为特征进行分析。分别就完善相关政策,加强市场发展机制建设和国家财政资金经济杠杆调控作用,矫正要素配置扭曲,减少无效供给,增加有效供给等方面,提出农村沼气供给侧结构性改革的着力点,一是要坚持市场导向推动农村沼气建设,二是从供给角度实施结构优化,三是供需两侧同时发力,才能有力促进新时期农村沼气转型升级发展。更多还原

【Abstract】 To give insight to the existing problems of biogas supply side reform and provide ideas for thereform, based on the spirit of"cutting storage, lowering cost and compensating shortages", and taking marketmechanism as starting point, we analyzed characteristics of rural biogas stakeholders from the perspective ofgovernment, subsequent public service system and market. Then reform focuses were proposed from theperspective of perfecting related policies, optimizing resources allocation, cutting ineffective supply andincreasing effective supply. And the focuses were as follows: insisting market guiding rural biogas construction,perfecting structure from supply side, and putting force from both supply and demand side. Through the abovesuggestions, rural biogas transformation and upgrading in the new era will be promoted.更多还原
