【摘要】 残疾人群众体育资源的有效配置是保障残疾人体育工作长效开展的前提。文章运用数据包络模型(DEA模型)分析了残疾人群众体育资源配置的效率,并通过对浙江省残疾人联合会相关人员的访谈和浙江省残疾人群众体育资源设施使用情况的实地调研,对浙江省残疾人群众体育资源较低原因进行分析,提出合理分配竞技体育资源和群众体育资源,优化资源的分配结构;理顺各职能部门关系,提高资源配置的运行效率;改善残疾人体育资源配置机制,并通过宣传等措施鼓励残疾人更多地参与体育锻炼活动等政策建议。更多还原

【Abstract】 Caring about the sports for the disabled is not only the embodiment of a country’s highly developed material civilization,but also an important part of a country’s spiritual civilization.Efficient allocation of the sport resources for the disabled mass is the premise to guarantee the long-term disabled mass sports.However,few researches are carried out to investigate the allocation of the sport resources for the disabled mass by far.This paper innovatively employs the data envelopment analysis(DEA model)to analyze the efficiency of the disabled mass sport resources instead of for healthy people which have been studied for many times.Meanwhile,interviews with the personnel in Zhejiang disabled person’s federation and the field survey about the actual usage of the disabled mass sport resources in Zhejiang province were carried out to seek for the causes for low allocation efficiency in the disabled mass sport resources in Zhejiang,and corresponding improving suggestions are put forward.The paper proposes several suggestions to increase the efficiency as following:reasonably distribute the competitive sport resources and mass sport resources to optimize the resources’ distribution structure;straighten the relations among different departments to increase the operating efficiency of resource allocation;improve the mechanism of the disabled mass resources allocation and encourage the disabled people to participate in physical exercises by propaganda.更多还原
