【Abstract】 Firstly, the historical mission of domestic telecommunication industry during the "National Thirteenth FiveYear Plan" period was analyzed. Considering the field of "connecting" being marginalized, the transition from "connecting" to "enabling" in the fi eld of telecommunication industry "Internet+" was proposed.
