【摘要】 完善高校决策机制是事关全面推进依法治校的关键。从制度层面规范完善党委会、校长办公会和学术委员会的议事决策机制,更好地发挥党委、校长和学术委员会三方面的积极性和协同性,对于全面推进依法治校具有重要意义。目前,高校决策机制有些错位,缺乏衔接、议行合一。相互衔接、并轨共进是完善高校决策机制与全面推进依法治校的必然要求。必须切实加强特色制度建设,完善议事决策规则,明晰议事决策范围,明确决策人员,健全议事决策体系,提高依法治校决策能力,确保依法治校决策成效。更多还原

【Abstract】 To perfect the mechanism of university’s decision-making is key to the management of university by law. It is of important significance for comprehensive promotion of running the university by law to better play the enthusiasm and the collaboration of the Party Committee,the President and the Academic Board.Currently,the mechanism of university’s decision-making is disconnected and uncombined between meeting discussion and execution. Thus,mutual connection and combination is inevitable requirement for perfecting the mechanism of university’s decision-making and comprehensive promotion of running the university by law. It is vital to foster institutional construction with characteristic,improve the rules of official business discussion and decision-making,clarify its scopes,define the participants presented at the meeting for decision-making,perfect the system of official business discussion and decision-making,and improve the capacity of running universities by law and decision-making,so as to ensure the effectiveness of running universities by law and decision- making.更多还原
