【摘要】 进入2015年,中国在南沙部分岛礁的建设工程在美国等相关国家的持续炒作下成为地区"热点"问题,中国这一合理合法的行动遭到美国政府高层的强烈指责。美国国会近年来逐步涉足南海问题,2015年其更积极介入到南海岛礁建设议题中。美国国会通过其拥有的立法权、监督权等权力,在南海岛礁建设议题上表明了自己的政策倾向和立场,发挥了特定的影响。持续关注美国国会在包括岛礁建设议题在内的南海问题上的动向,并尽量防止其对美国南海政策产生更多消极影响,应是中国的一个基本目标。更多还原

【Abstract】 Since 2015,the land reclamation on several reefs in the Nansha Islands in the South China Sea by China has been the regional hotspot under the continual speculation of the United States and some other countries. China’s construction is lawful,reasonable and justified,but has been criticized by some highlevel officers of the U. S. government. The U. S. congress has also involved in the South China Sea issues in recent years. In 2015,the congress played an active role in the issues of land reclamation and expressed its policy orientation with its rights of legislation and supervision which caused some specific influences. In order to avoid the negative influence of the U. S. South China Sea policy caused by the congress,China should pay more attention to the voices of the U. S. congress in the issue of land reclamation and the South China Sea issues.更多还原
