【摘要】 江西省实施"山江湖工程"已经30 a,在打造美丽中国"江西样板"和保护长江经济带生态安全中发挥了重要作用。在当前国家实施"一带一路"、长江经济带和国家生态文明试验区等新战略、新大局的形势下,为促进"山江湖工程"战略升级、深化,总结了江西省实施"山江湖工程"以来取得的经验,提出在战略上从以"治山、治江、治湖、治穷"的抢救恢复型为主的生态治理模式,转变为"富山、富水、富民、强生态"的减压增效型可持续发展模式,探讨了整体提高流域综合治理能力的具体举措和支撑"山江湖工程"深入推进的政策保障体系。更多还原

【Abstract】 Mountain-river-lake engineering has been implemented for over 30 years in Jiangxi Province and has played an important role in building " Jiangxi Model" for beautiful China and protection of the ecological safety of Yangtze River Economic Belt. Under the new strategies and new initiatives such as " One Belt and One Road"," Changjiang Economic Zone"," National Ecological Civilization Pilot Zone",to promote the strategic upgrading and deepening,this paper summarizes the experiences gained from the implementation of mountain-river-lake engineering in Jiangxi Province,then puts forward transforming ecological harnessing mode of rescue and recovery type,i. e.," harnessing mountain,harnessing river,harnessing lake,addressing poverty" to sustainable development mode of pressure reduction and benefit increase,i. e.," enriching mountain,enriching water,enriching people,favorable ecology",and finally discusses the concrete measures for upgrading comprehensive basin harnessing capacity and policy support capability for further promotion of mountain-river-lake engineering.更多还原
