【Abstract】 To implement a new round of the Northeast Revitalization Strategy, we should innovate the state-owned enterprise’s system, investment and financing oriented mechanism, construction mechanism of industrial park,capacity conversion and reconstruction mechanism, overseas resource development mechanism, reverse gradient tilt mechanism. We should build the regional cooperation mechanism based on the "joint zone" mode, and do the work of cost sharing and income distribution.
