【摘要】 分析了京津冀区域发展严重失衡的主要原因,通过构建博弈模型研究了京津冀产业梯度转移的政府间合作博弈演化。指出:京津冀区域地方政府间不平等的政治与经济地位以及长期"各自为战"的利益格局是造成京津冀区域发展严重失衡的主要原因;现实中缺乏"合作"的有效"承诺",地方政府的个体理性导致社会整体的非理性,而有效的先行"承诺"和合理的利益分配格局能够促成社会最优的政府间合作,两者的形成需要中央政府的参与和调控。更多还原

【Abstract】 This paper analyzes the main reasons of the serious imbalance in the development of Beijing-Tianjin-Hebei region,and studies the evolution of intergovernmental cooperation game in industrial gradient transfer through establishing the game model.It points out as follows:the inequality of political and economic status of local governments of Beijing,Tianjin and Hebei province,and the long-term "fragmentation" pattern of interest cause the serious imbalance in the development of these regions;the lack of "cooperation" of effective "commitment" in reality,local government’s individual rationality leads to the social overall irrationality;effective "commitment" and reasonable interest distribution could promote social optimal government cooperation,which requires central government’s participation and regulation.更多还原
