【Abstract】 Under the New Normal theory,a single factor driver is not enough to support the development of industry. Without the advantage of "demographic dividend"and cheap labor resources,China’s manufacturing industry is facing the problem of cost rising and insufficient demand. Profit margins continue to shrink,which means the transformation and upgrading is imminent. Human resources are the essential strategic resources during the transformation and upgrading of China’s manufacturing industry. Moreover,innovative high-quality technical personnel is a key factor to achieve the innovation driving.
