【摘要】 目的 分析新密市实施“十二五”结核病防治规划成本与效益,为制定“十三五”结核病防治规划提供政策依据。方法 根据《〈全国结核病防治规划(2011—2015年)〉终期评估实施方案》(简称“《实施方案》”)要求和参考《〈全国结核病防治规划(2001—2010年)〉终期评估实施方案》中的附件《〈全国结核病防治规划(2001—2010年)〉终期评估实施细则》中统一的测算方法,对新密市实施“十二五”结核病防治规划产生的社会效益和经济效益进行测算。结果 新密市在执行“十二五”结核病防治规划期间,中央、河南省、郑州市和该市共投入结核病防治资金378.88万元(人民币,下同),吸纳外资36.38万元,合计共415.26万元,共为3026例结核病患者进行了免费治疗,为23 866例新就诊的可疑肺结核患者免费进行胸部X线摄影、痰涂片检查,仅免药费和检查费就达215万多元。由于有效地落实了各项防治措施,据测算,5年期间减少因结核病死亡733例,避免感染14 670例,避免新发1468例,减少医疗费用1 476 075元,挽回社会经济损失6.695 586 16亿元。每挽回1个伤残调整生命年(DALY)损失所需要的投入金额为279.82元;每投入1元结核病防治经费,可产生161.59元的社会经济效益。结论 政府承诺落实、投资力度加大、防治体系健全是贯彻实施国家结核病防治规划的政策、物质、人力三大基础。更多还原

【Abstract】 Objective To explore the cost-effectiveness of twelfth five-year tuberculosis control program in Xinmi city,to provide the policy basis for the formulation of thirteenth five-year TB control program.Methods According to the national TB control program(2011—2015)final evaluation plan,and refer to the unified methods to measure the social and economic contribution to Xinmi city. Results During the implementation of twelfth five-year tuberculosis control program,national,provincial,prefecture level and Xinmi city devoted a total of 3.7888 million yuan(RMB),foreign capital input 363 800 yuan,altogether 4.1526 million yuan.A total of 3026 people received free treatment of tuberculosis,23 866 suspected patients with tuberculosis received free chest X-ray,free sputum smear.Only for free drugs and the examination fee,it is equivalent of 2.15 million yuan.Due to the effective implementation of the control measures,it is estimated that in 5 years,Xinmi reduced 731 deaths due to TB,14 670 infections,1468 TB incidence,saved 1 476 075 yuan medical costs,restored social and economic loss of669 558 616 yuan.To save 1 DALY(disability-adjusted life year)need 279.82 yuan;each 1 yuan input on TB produces 161.59 yuan social and economic benefits. Conclusion The government commitment to implementation,increased investment and the complete control system is the policy,material,human foundations of the national TB control program.更多还原
