【摘要】 乌克兰地方自治制度在21世纪初已成型,却一直未很好地落实。2013年年底乌克兰危机之后,地方自治改革成为乌克兰政局中的关键问题。乌克兰地方自治问题包括东部省份的自治地位和其他地区的自治制度问题。目前,东部省份地位问题虽有所进展,但仍未打破僵局。对此,乌克兰有关各方应尽早就东部省份获得何种自治地位达成一致。其他地区正在朝着"波兰模式"前进,但尚需解决一些具体问题。此外,还需要考虑到俄罗斯族占多数的"灰色"区域的自治地位问题。只有尽早解决这三类问题,更好的地方自治制度才可能顺利建立,乌克兰才有可能早日渡过危机。更多还原

【Abstract】 The system of local self-government in Ukraine was established since the beginning of 21 century, however, it turned out to be a poorly implemented system in reality. The system became an event under spotlight and a key issue in Ukrainian politics since Ukrainian crisis at the end of 2013. The level of autonomy of eastern provinces and the system of local self-government of other provinces are two aspects of the system of Ukrainian local self-government. Today, the status of eastern provinces should make clear,the Polish Model implemented in other provinces should be reinforced, and the level of autonomy of provinces with Russian majority should also set. Only doing so, a better system of local self-government could be set up, and Ukraine might come through from the crisis as soon as possible.更多还原
