【摘要】 新一轮地勘单位改革面临着顶层设计认识、组织机构设置、政府和市场边界、公益性地勘单位组建、养老保险、配套鼓励扶持政策、地勘市场培育等关键性问题。我们要将地勘单位改革置于本地区事业单位改革中统一谋划,厘清国土资源管理部门与新设置地勘单位之间的边界,科学整合,加强法制建设,建立、完善地勘投入新机制,进一步落实改革相关政策。更多还原

【Abstract】 The issues that we face in the new round of reform of geological exploration units are: the top-level design knowledge, organizational establishment, the government and the market boundaries, formation of the public welfare geological exploration units, endowment insurance, encourage and support policies, and geological exploration market cultivation. In light of these problems, we should place the reform of geological exploration units alongside the reform of the institutions of this region to seek unity of plan. At the same time, we should clarify the boundaries between land and resources management departments and the new settings of geological exploration units. In doing so, we need scientific integration, strengthen the rule of law, establish and improve the new mechanism of geological exploration investment, and further implement the reform policies.更多还原
