【摘要】 通过分析认为高校政府采购必须坚持依据法律、法规、规章和制度原则;要进行符合高校实际、适合采购的预算管理;实行制度化管理,建立建全从采购立项到项目验收一整套管理制度;采购方式灵活多样、组建评标委员会,从校内外随机抽取专家等。同时也提出存在的普遍问题,包括相关职能部门存在的问题:设备的重复采购、设备后续监督不到位、项目建设资金到账滞后、突击采购现象严重等。针对这些问题本文提出了分别在设备论证、确定采购方式、招标准备、组织专家评标、设备后期监管等阶段确保高校仪器设备政府采购质量的对策建议,并对高校政府采购工作的进一步展望。更多还原

【Abstract】 By analyzing current situation,the government procurement in colleges and universities has the following characteristics. The procurement must base on laws,rules and regulations,must conform to the actual,must be suitable to procurement budget management. The implementation must have institutionalized management, and set up a management system to build the whole purchase from project to project. Purchase way should be agile and diversified,and form the bid assessment committee,and experts should be selected randomly,etc. There are still several common problems. For example,there exists repeating purchase,the follow- up supervision does not reach the designated position,project funds are lagged, and the phenomenon appears to assault procurement. Combined with these characteristics and the existing problems of government procurement in colleges and universities,the paper puts forward suggestions respectively in equipment demonstration, determining the procurement patterns, bid preparation,organization of expert evaluation,equipment supervision to ensure government procurement quality,and further prospects to the work of government procurement.更多还原
