【摘要】 2006年修订的《中华人民共和国义务教育法》提出了义务教育均衡发展的理念,这为义务教育均等化的目标实现提供了基本的法律依据。义务教育均等化是贯彻公平理念和人权理念的需要。目前,中国区域、城乡、校际间义务教育发展不均等的局面没有得到根本改变。实现中国义务教育均等化,需要完善义务教育领域法律体系,规范财政转移支付制度,实现地方财权和事权的统一,健全区域经济协调发展法律制度等。更多还原

【Abstract】 The concept of balanced development of compulsory education was suggested in the 2006 revision of the Compulsory Education Law of the Peoples Republic of China,providing the basic legal basis for the compulsory education equalization. Compulsory education equalization aims to maintain fairness and human rights. At present,there has not been any radical change in inequalization of compulsory education among different regions,urban and rural areas and inter-schools in China. Based on analyzing the reasons of inequalization of compulsory education,some feasible suggestions have been put forward to realize compulsory education equalization,including perfecting the legal system of compulsory education,standardizing the fiscal transfer payment system,integrating the local fiscal power and administrative authority,and perfecting the legal system for the coordinated development of regional economy,etc.更多还原
