我国区域科技资源配置的有效性评价
The Effectiveness Evaluation of Regional Science and Technology Resources Allocation in China
【摘要】 运用DEA模型,构建评价指标体系,对全国30个省市区2006-2011年的科技资源配置效率进行评价,分析各省市区资源配置的有效性,比较各区域资源配置效率的差异;然后运用典型相关分析,对科技资源要素的投入产出弹性进行测算。研究结果说明,我国区域科技投入产出的整体效率水平不高但区域差异较大;区域科技资源配置效率与投入量之间并未呈同向变化关系;R&D经费内部支出的边际产出弹性远远高于R&D人员,R&D人员的投入数量已经基本达到饱和;我国科技投入对于技术市场成交合同额和高技术产品出口额的作用最为明显。最后,针对研究结果,文章提出优化区域资源配置、提高资源利用率的建议。
【Abstract】 By using the DEA model and establishing the evaluation index system,this paper evaluates the scientific and technological resources allocation efficiency of 30 provinces from 2005 to 2011.It analyzes the effectiveness of resources allocation,and compares the regional differences in resource allocation efficiency.Then,this paper measures the input-output elasticity of scientific and technological resources elements by using the canonical correlation analysis.Result shows that the regional science and technology overall input-output efficiency of of our country is in low level,but with huge regional differences;The regional science and technology resources allocation efficiency and input don’t change in the same direction;The marginal output elasticity of R&D internal expenditure is much higher than that of R&D staff,and the number of R&D staff input have basically reached saturation;In China,the investment in science and technology plays an obviously important role in improving the contract amounts of technological market and the exporting amounts of high technological products.Finally,according to the research results,this paper puts forward some countermeasures and suggestions to optimize resource allocation and improve resource utilization.
