【摘要】 在公共经济与公共财政饱受质疑和诟病的当今社会,探寻公共经济伦理正当性的依据,对公共经济进行道德哲学的思考显得十分必要。文章首先从历史渊源、公共选择与公共经济正义关系、人性假设的关联以及方法论的视角对公共经济与公共选择理念的关联性进行了分析,指出公共选择理念本质上是公共经济道德哲学;并对作为公共经济道德哲学核心问题的公共经济利益关系作了分析,指出由于利益主体的多元性导致利益冲突的复杂性,以及对利益冲突进行伦理规制的必要性。最后提出了对公共经济运行进行伦理规制的原则建议,以期有助于构建公共责任型公共经济伦理体系。更多还原

【Abstract】 Under the circumstance of disputed and abused public economics and finance,it is essential to deal with moral consideration on public economics in order to probe into the justice of ethics of public economics.This paper analyzes the relationship between public choice and public economics through four perspectives,i.e.the origin,relationship between public choice and justice of public economics,hypothesis of humanity and methodology.It indicates that the nature of public choice is the moral philosophy of public economics.The paper then further analyzes the interest relations of public economics,the core of moral philosophy of public economics,and points out that the pluralized benefit body leads to conflicts of interest,thus necessary of the ethical regulation.Finally the paper puts forward suggestions for ethical regulation of public economic operation so as to help to build a public-responsible ethical system of public economics.更多还原
