【摘要】 目的了解新型农村合作医疗的筹资背景及现状,探索可持续性发展、操作性强的筹资方法。方法调查北京市怀柔区2003—2012年地方财政收入和农民人均纯收入情况,分析筹资水平的提升和存在的问题。结果参合率由2003年的71.48%上升到2012年的99.99%,增长了28.52%。结论怀柔区新型农村合作医疗筹资增长机制与经济社会发展、农民人均纯收入之间的关系不明显,需要在筹资机制上不断开拓创新,从而保证农民医疗保障制度有效运行,逐步走向公平、公正。更多还原

【Abstract】 OBJECTIVE To understand the background and the current situation of financing for new rural cooperative medical sys-tem to explore sustainable development,operating funding approaches. METHODS The survey 2003—2012 local revenue and percapita net income of farmers in Huairou,analyze standards of financing and the existing problems. RESULTS participants rate rosefrom 71.48% in 2003 to 99.99% in 2012,increased by 28.52%. CONCLUSION the mechanisms of financing for new rural coopera-tive medical system in Huairou district growth and economic and social development,the relationship between per capita income offarmers is not obvious,need to keep on exploring and innovating in funding mechanisms,so as to ensure farmers’ health insurancesystem is operating effectively,gradually moving towards fairness and justice.更多还原
