【摘要】 创新社会治理,基点在社区,核心在服务。以"善治"为目标,本文结合当前基层社会治理中的实际问题,运用社会工作的"柔性"服务,优化社区治理体制、机制和方式,明晰各个治理主体的地位,实现对社区公共生活的合作管理;满足居民个性化、多样化和复杂化的需要,培育社区参与,重建居民的主体责任,依靠居民自身的力量开展社区治理;以专业的力量促进基层社会自助、互助与公助,努力实现社区公共利益的最大化,探索创新基层社区治理的有效路径。更多还原

【Abstract】 The innovation of social governance: the basis point is in community, the core is service. Taking"good governance"as objective and combining with current practical problems in grass-roots social governance, this article applies the soft service of social work to optimize system and mechanisms of community governance; clarify the status of every governance body and achieve the cooperative management for community public life; meet residents’ individual, diversified and complicated needs, foster social participation, re- establish residents’ main responsibilities and develop social governance based on residents’ power; promote self-help, mutual aid and public assistance among grass-roots community dependent on the professional power, pay painstaking effort to maximize community public interests and explore effective path in terms of innovating grass-roots community governance.更多还原
