【摘要】 经营性大学出版社转企改制政策是政府、高校、大学出版社三方博弈的均衡结果。政策的实施为大学出版社的发展提供了强有力的制度保障,也取得了显著成效,但是由于不完全理性的行动者机会主义行为的存在,使得政策实施的结果与政策制定的初始目标出现了一定的偏差。本文用理性选择新制度主义理论框架,对这一政策从效率、公平性和政策弹性角度进行评价,以期对该政策的制度创新提供思路。更多还原

【Abstract】 Restructuring policy for commercial university press is the equilibrium result from three parties’ game: the government, the university and theuniversity press. The implementation of the policy provided strong systematicsafeguard for the development of university press and also obtained remarkableachievement. However, there appears certain degrees of deviation from its initialtarget resulting from opportunistic behavior by irrational performers.Within thetheoretical framework of rational choice for new institutionalism, this thesis focuses on the evaluation of the policy from the prospect of its efficiency, equityand policy flexibility, in the hope to provide new thoughts of system innovationfor the restructuring policy.更多还原
