【Abstract】 Presently exogenous industrial cluster is confronted with problems of weak root,racing to the bottom and cluster relocation in its development. With its different formation mechanism from that of innovative cluster,the exogenous industrial cluster should be understood and analyzed in the framework of global value chain.
