【Abstract】 The practical problems the government has in purchasing public service come from the difficulties for the traditional bureaucracy model of governance to deal with highly complicated public services. In this paper,the connotation of"government purchase of public services"is defined as"a public service chain for cooperative governance". The public service chain is not only the public service supply chain,but also the chain for public service capacity,resources,value and innovation,which is advantageous for maximizing social welfare in a given budget,and better meeting public demand for diversified services. The public service chain abandons the operation framework of"center- margin"traditional bureaucratic system of the linear structure mode,is the"generator"of cooperation between government and social governance,and is also a new analysis framework for solving the practical problems the government has in purchasing public services.更多还原
