大城市非本地户籍人口对城市河流治理支付意愿的特征研究——基于上海和南京样本的CVM调查
Study on Floating Population’ WTP for River Environmental Restoration of Urban River in Big Cities:Case Studies in Shanghai and Nanjing
【摘要】 选取上海与眼京两个大型城市的典型河流,应用意愿价值评估法,考察两地非本地户籍居民对城市河流生态恢复的支付意愿.通过对842份问卷进行数据分析发现:与户籍居民相比,非本地户籍居民支付意愿较低,收入与教育程度较低,与河流的关系不密切.在控制了社会经济变量、环境意识变量和居民水体之问的关系等变量情况下,应用Tobit模型进行回归分析的结果显示,户籍因素是显著影响支付意愿的因素.此外,与户籍样本相比,非本地户籍居民对河流等城市公共环境的状况了解较少,并且"经常看到河流"和"居住在河边步行区域内"等因素显著增加非本地户籍居民的对河流生态修复的支付意愿.显示出非本地户籍居民对与自身利益相关的城市公共环境较为关注.这一研究结论将有助于相关政府部门制定有效的环境公共政策.
【Abstract】 Floating population’s WTP(Willingness to Pay)for urban river restoration are studied in Shanghai and Nanjing which are key cities in Yangtze River Delta employing the CVM(Contingent Valuation Method) case study in 2010.Compared with registered local people,floating population hold lower income,lower educational level and less relation with river in daily life on the basis of 842 questionnaires.Controlling the social-economic variables,environmental awareness variables and variables reflecting people’s relation with the river,the results of Tobit model regression indicated the Huji factor is statistically significant affecting the amount of WTP.Furthermore,results showed floating population know less about river valued and the floating population who access to river easily and live in the river region they are willing to pay more for the river restoration which show floating people care more for the issue which affect their benefits directly.The research will help the government to design effective environmental public policy.
