【Abstract】 Social development is based on beliefs. A belief that fully expresses the demand of the time determines the future of human development. "Low-carbon development"in the context of Chinese Dream is the thought about contemporary and future human development. This paper explores the appeal of the time to low-carbon development,its features in a comparative perspective,and the path of implementing low-carbon development. It is significant for the realization of Chinese Dream to cope with climate warming,adhere to ecological and environmental protection,make stainable use of resources,build an environment-friendly model of development,and advocate low-carbon development.
